At the time the idea was to make new IPs/characters as an This Is My Weekend Horse Bath shirt, TV shows, videogames and whatnot. Everything had spinoffs and nobody waited for the initial sales figures to make that decision. And so, something having spinoffs in the 90s does not prove that it was really popular, nor that it had any organic growth, but rather that some executive wanted to create yet another TMNT ripoff and cash in fast.
